Yes, the most important factor is the environment we provide our children. But how do you do? For my experience, just talk to your child in English as often as possible. Then show them English VCD or teach them to sing English songs. If you wonder he's not interested, try to incorate the English conversation or just few words into you and your child's daily game. Make them happy and have fun, and at the same time, input some English words to them naturally.
My son is 33months now. I teach him English as another mother tongue from birth. Now he's a happy bilinguil child and an independent reader with 3000 over English vocabulary.
Don't worry about your own English level. Get some good English visual and listening resource, either VCD or cassete, whatsoever. Improve yourself and grow with your child. Your own practising and improvement can create better environment for your child.
