color="#bc1717">《中华人民共和国授予中国人民解放军在中国人民革命战争时期有功人员的勋章奖章条例》规定：勋章分一、二、三级，奖章不分级。勋章由全国人民代表大会常务委员会决定，中华人民共和国主席授予；奖章由国务院批准，国防部长授予。授予勋章、奖章的条件，以参加革命时间的长短和当时职级的高低，以及是否一直坚持革命工作而无重大过失为依据。授予勋章、奖章的同时发给证书。  一级解放勋章 授予资格：授予在解放战争时期（１９４５年９月３日～１９５０年６月３０日）参加革命战争有功而无重大过失的人员。 一级解放勋章授予当时的军级以上及其相当干部。 二级解放勋章授予当时的师级及其相当干部。 三级解放勋章授予当时的团级、营级及其相当干部。 解放奖章授予当时参加中国人民解放军２年以上,或参军虽不满2年但因作战负伤致残的连级以下人员。 解放战争时期直接领导国民党军队起义的人员（含１９５０年６月３０日以后直接领导起义的)，根据其功绩大小，分别授予解放勋章或解放奖章。 授予资格：授予抗日战争时期（１９３７年７月７日～１９４５年９月２日）参加革命战争有功而无重大过失的人员。 一级独立自由勋章授予中国工农红军改编为八路军时的旅级和相当于旅级以上干部，中国工农红军改编为新四军时的支队级和相当于支队级以上干部，１９４５年９月２日前在八路军、新四军中和在中国共产党领导的抗日游击队中相当于军级的纵队和新四军师级以上干部。 二级独立自由勋章授予当时的旅级、团级及其相当干部。
