AcrobatPlanet has a nice size collection of free pdf ebooks.  Their main page listing shows only categories for non-fiction works, but I believe a search will reveal different categories.
AdamWasserman  offers his scifi work "Gyges the Terrible" for free download in ebook format.  Also other fiction works at his site.
Alexandra Marell offers 4 of her works for free download after free registration at her site.
Al-Islam has a large collection of Islamic works in its library available for free online viewing.  There is also software and audio available.  Clicking on the appropriate icons in the library will show the available works in each.  Received the following comment from Zeeshan Ali regarding this site "Please make a correction here. This link and collection here represent a sect of Islam i.e. Shia, who are not concurrent in many manners to many of Muslims and Islam."

AllRomanceBooks  lists 169 free romance ebooks for download.  Registration is required.  I noticed that there appeared to be the 1RomanceEBooks and eHarlequin listings shown there, as well as quite a few others.  Again, these are not public domain, but the free offerings of current publishers.

offers the children story "June the Prune" for free reading online. The story can also be heard by pressing the audio button at the top of the page.
Amazon has a large listing of free kindle books. These are listed as the Top 100 free overall and in each category. I did not go through each category, but they look to add up to an impressive number. Rregistration required and may only be available to USA users.

对，是广告！是海量免费书的广告！

原来都是有网站链接的，但用iPad发在这里，链接就没了。
但上面都有网站的名字，自己到网站上找就可以找到书了。

但我不保证这些网站在国内都能一一打开。

obooko  offers well over a thousand  free books by self publishing authors for download.  Nice categorization helps to get to titles you want. Free registration is required, but I have received no spam at all.
OnlineBestColleges has a listing of what they call the top 100 free ebooks for business students and entrepreneurs..  These are links offsite (many to sites already listed here), but the listing is interesting.  Some of the links do not lead to the book specified, but still lead to relevant books on business.
OnlineBooks4free large collection of links to other sites for online viewing or download.  Nicely categorized.
Online Books Page from the University of Pennsylvania  is a listing of over 30,000 free books on the web. Mostly this references to other sites, but they do have the Gutenberg listings available for download as well as some interesting special exhibits.
OnlineChristianLibrary has a large collection of christian ebooks available for download in pdf.  Also, a number of reference books are available.
OnlineComputerBooks - Good selection of free computer books.

Online Library of Liberty hosts over an interesting collection of over 1,100 books available for online viewing and also for download.
Online Novels.blogspot has links to a 1000 free online novels in a variety of genres.  These are unusual entries not found elsewhere.  Links are offsite and download/viewing options vary from book to book.
OnlineSapiens has a small collection for online viewing, but a few unique entries worth a look.
OnlyFreeFiction  offers about 60 science fiction novels for free download in pdf.  This collection contains works I have not seen elsewhere.

ODP  has a listing of "100 Free Audio Books You Should Have Read".  The title is a bit strange since these are audio books and the links are off site to sites listed here-but it is still a good collection of classic works nicely put together in one place.
OnlineLibraryofLiberty offers a good number of economic and political science books for download in MP3
OpenCulture lists a large collection of free audio books available for free download in good quality MP3 or iTunes compatible.  Some are available for direct download, but most link to other sites for download.
PeopleTalk is a non-profit British group of actors, writers and others in the entertainment industry who provide audio books, anecdotal stories and documentaries in MP3.  Link is to audio book section.
PodCastle

the associated site of EscapePod, above, offers podcasts and MP3 of fantasy related works. Thanks to Ron Hudson for this suggestion.
Podiobooks offers around 100 audio books available for download in very good quality MP3. These were originally released as podcasts (and still are) but most are completed. Most of this collection will not be found elsewhere.
Robert Munsch has about 60 books by Robert Munsch (and read by him) available for download in MP3 format.
SciFiSerial

offers a daily dose of science fiction audio, either a short story or a book chapter presented in serial form. Thanks to MrWednesday7 for this suggestion.
ScottSigler

Offers several audio works available for free listening at Podiobooks or download in iTunes.Also a nice collection of short stories and serialized novels for download in PDF.  These are adult works.  Thanks to MrWednesday7 (James) for this.
Seth Harwood offers 5 of his works for download in Mp3.
Speakaboos is a site for children that has about 100 books available for listening and viewing online through a flash viewer.  Downloads are available for a fee, though some are available free after registering.  They also have a Play area with arts and crafts projects.
SpeakTheSpeech Offers audio versions of the plays by Shapespeare for download in MP3.  Suggested by Stephen Warkentien,
SpokenAlexandriaProject has a small collection of free audio books available in MP3, Ogg Vorbis or AAC download.  Most are also available elsewhere, but there are few unique ones here.
StoriesNow offers a small but interesting collection of free Science Fiction, Fairy Tales and Sherlock Holmes audio books for download in MP3.  Also, some older Radio Dramas and some radio broadcasts of the Mercury Theater.
StoryLineOnline is a site for children that has audio books available for online listening and viewing through a flash player.  There are also activities associated with the book available online for download in pdf.  This site is a program of the Screen Actors Guild and features well known actors as the readers.
Storynory has a good size collection of interesting children stories.  There are original stories as well as classic novels and fairy tales.  The educational page has Greek myths and Robin Hood stories and some others.  The Junior stories page has books for those just learning to read.  Downloads are very good quality MP3.
Sultan.org  in addition to the text resources, this site also has a good number of audio resources of Islamic works.
TellTaleWeekly  has a good collection of classic audio books for download in MP3, AAC or Ogg Vorbis or for listening online.
TheStorySpieler offers a good variety of audio books for listening online (or download with the proper addon) all narrated by Roy Trumbull, a retired radio and TV broadcaster.
ThoughtAudio offers around 70 audio books for free download in good quality MP3 format.  Many are not available elsewhere and this is an interesting collection.
Tor.com

has a good number of Science Fiction & Fantasy stories available for download in pdf, mobi pocket, html or ePub.  Also available for listening or download as MP3.
TruthForTheEndOfTime offers a good number of Christian audio books for streaming or download in MP3 (128kb).
Voicesin the Dark  offers about 100 classical audio books for download in HQ or LQ MP3 as well as a transcript.  Searchable by genre, title or author.
Wil McCarthy offers his work "The Wellstone" for download in MP3.
WiredForBooks  has a nice collection of Beatrix Potter books as well as a few others for online reading and also available in audio.
WorldofTales a collection of folktales, fairy tales and fables from around the world available as audio.
YakiToMe  is a free text to speech software and many of their users have created podcasts which are available for download at their site.  Registration is required.  Suggested by Stephen Warkentien,

BooksShouldBeFree offers around 200 classic works in their Teen/Young Adult category.  While primarily an audio book site, they also provide links to reading versions at other sites.  Nice collection of classics.
ClovisNews offers about 100 free classic novels for free reading online (the download links all appear to be dead).
DigiLibraries offers 1348 free novels in their Juvenile Fiction category.  This is a mix of classic and modern (unpublished authors) works.  All the ones I checked were available for download in EPUB or for reading online.  Some also offered PDF downloads.  Thanks to Jonathan Malka for this suggestion.
DigitalBookIndex offers over 500 free classic novels in its various Juvenile & Young Adult Fiction categories.  Main link is to the general category.  They also have  Boys and Girls categories as well as Mystery, Science Fiction and Non-fiction (Teens) that offer differing works.  Seems to be equally divided between PDF downloads and reading online, with some MS Reader.
EPUB has close to 100 free classic novels in its Young Readers category, which they define as fiction annd non-fiction for teenagers.  They also have a listing of free books in their Coming of Age category.  All are available for free download in  EPUB.  There are links to other formats, including audio, but these appear to be at pay sites.
EPUBBud has about 70 free books in its Teen section.  These are available for free download in EPUB.  These appear to be a mix of classic and original and unpublished works.  You can also create your own book to post there.  Thanks to lala for this suggestion.
FictionPress has a huge listing of free books and short stories in its Young Adult section.  These are works from unpublished authors.  Most appear to be short stories, but there are some novels in there and there is sorting available for that.  These are available for free reading online.
FreeOnlineNovels has around 200 free novels in its Young Adult category.  These appear to be original books from unpublished authors.  All are available for free reading online and some for free download in PDF.
FreeEbooksForYoungAdults is a site maintained by some authors at Smashwords (below) and features free eBooks for young adults in a blog like listing.  Like all listings at Smashwords, these are available for free in a wide variety of viewing and download options.  I do not know if this has different listings than the Smashwords' listing below.
GetFreeEBooks is a blog like site that has listings of free books  from around the web.  These are generally unique entries not found elsewhere.  There are about 30 free books listed in their Young Adult category, though these may be time limited.
ManyBooks (Young Readers)  2443 free classic books available for online viewing or download in an extremely large variety of formats.
oBooko has just over 100 free novels in its Teen & Young Adulte category.  Registration is required for free download in pdf.  These are generally from self-published authors.  There is also a section of short stories from younger writers.
Smashwords has close to 800 free book listings in its Young Adult or Teen category. these are available for free online viewing or free download in a variety of formats.  These are generally unpublished works and unique to this site.  The site does also offer books for purchase, but all the works in this list are available for free.
